refactor: waypoint-utils to use IVaultAdapter

Browse Source 
- Change WaypointUtils.isFolderNote() signature to accept IVaultAdapter
  instead of App
- Update method body to use vault.read() instead of app.vault.read()
- Callers will be updated in next commit
